Because he's done exactly what the owners wants. Once again, they are running a business and if they are losing money, something has to change.
I hate to say it but I really blame the NHLPA on this. They have come back with little to no changes on their proposals. Some of their initial ideas were also terrible. Extra draft picksfor financially strapped teams.....SERIOUSLY?
Letting teams sell Cap Space.....THE FUCK?
It's all going to end up with a 50/50 split in the end.

Not only did the NHLPA not change their proposals, they also took 7 months to finally meet with the NHL. Bettman and the owners were ready to meet in January and Fehr was busy travelling around Europe to visit different NHLPA groups.. The lockout is necessary in sports thanks to what Fehr did with the MLBPA in 1994.

This was strategic. Imagine what would happen to the all American pastime if the world series came down to Expos/Blue Jays. Cancelling the season was preferable to us Canadians beating them at their own game (even if most of the players on both teams were American/Caribbean)

I also like how everyone is stating that this is the NHL's fault because they are locking the players out while the players are willing to play.
If the NHL did not lock the players out, they could strike right before the playoffs and have ALL the bargaining power.
I've done a ton of arguing on /r/hockey and hfboards to know that the average person doesn't know much of what has happened. Similarly, those same people bash bettman for being a terrible commissioner, yet he has done his job almost perfectly

His mishaps are definitely highlighted over the good he has brought to the league, but still, fuck Bettmann. 3 lockouts under his reign, that is unfuckingacceptable and he is partially to blame. The NHL seems like a bunch of procrastinators. Seriously why couldn't this have been taken care of A YEAR AGO?! What other league leaves this shit down to the nitty gritty last few days before an entire LOCKOUT that they can see coming and know will happen. It is like they had all the time in the world to prepare for doomsday, but chose not to. I don't get it, in no other business would you leave something so monumental to the likings of doing your homework last minute. Fuck these millionaires bullshit, the fans are the only ones suffering.

That's in part because of the rule changes I'm led to believe. I only really got "into" hockey around 2003 or so but having seen NJ's old style of dump and chase I can totally say I'd never pay to see that sort of gameplay.
