It's practical.

Think of the filthy toilet seats that your woman might have to use at some point if she juuuuuuuuuuuuust can't hold it when out in public.

Rather her stand and piss than to touch a dirty seat if the tissue shifts :)

I always wondered the filthiness of female toilet seats. I mean, our are dirty due to a mixture of poor aim, over-confidence and utter confusion. What's their excuse?

And i'd love to know their excuse too.

I've spoke with a friend who surprisingly told me womens bathrooms are most of the time, a lot worse than then mens.

I've been in the ladies bathroom and locker room while in HS, and it makes me believe her...rude awakening thinking id go in and see humming birds and roses all over the floor....instead....it smelled of shit and death,

It is probably because of the women that don't bother using the paper toilet seat covers and just squat over it. They do this because they think it is dirty but in reality they just make it worse.
