Edit: Unless you named the Gengar ALAKAZAM, and even still, it couldn't use Psy Beam

Psybeam - Learnt at lvl 16

Psychic - Learnt at lvl 46

A 30 level difference there chap, and when Alakazam was available in-game, you could only use a TM once. Why, then, would you waste your Psychic TM on something that could learn it naturally?

Or perhaps it had both, and psychic was out of pp.

Or maybe, being against Gengar, the Alakazam figured the Psybeam would be more than sufficient to finish the job.
