Let me explain: This happens a lot in Brazil, especially during Carnaval time. People dance on the streets, and sometimes guys dress as ugly girls for fun. Think Halloween for adult dudes, no homo. You can see they're having a great time dancing and just being terrible girls.

Now for the cars, note they are not following the marked lanes in order to avoid the dancing crowd. Everyone is slowing down and keeping a safe distance. As others pointed out, this is a service truck, the driver was either impatient or rushing to an emergency and decided to drive on the shoulder, avoiding all the slow cars. Note also the second dude waving at the truck driver in a "what are you doing" manner, just before he hits the guy.

It's a tow truck, operated by Ecovias, a Brazilian company that maintains some roads in São Paulo. My gues is that there was some accident and the tow truck was driving through a service lane.

What the fuck were they thinking dancing in traffic? It appears to be a highway, too. There's an adult and a minor that are literally in the middle of the highway, which appears to have caused the tow truck driver to swerve out of the way and hit the people who were (still in the road, but closer to being) in the break down lane.
