Loved this game, short but in some ways it's better than the main series, it had a diablo esque feel with the booster packs after you win a duel, compared to randomly walking in tall grass for catching pokemon that is just plain boring.

You should check out Pokemon Card GB2 (sequel only released in japan) and get a translation patch for emu, it's worth it.

The card game came first, then the video game. I believe that Game Freak was originally ad tcg maker, but then Nintendo approached them to make a game.
