If anyone with photoshop knows why the frame animations become unresponsive after manipulating a layer (transform and translate) please let me know. I had to keep closing and reopening PS to be able to change to the next frame.

You might need to elaborate a bit.
Perhaps there was a frame that wasn't hidden near the top of the layers which was causing the confusion?

I'd duplicate an arrow, do a selection around the new layer and free transform. Spin it, squish it, save the transformation now when I'd click onto the next frame in the Animation bar to move it, the overall image wouldn't change (it would be stuck showing say Frame 3 even though I clicked on frame 4 or 5). I'd have to save, quit out and reopen it all to be able to flick between frames again. It's weird.

Hmm, if I'm understanding I think I'll stick with my original suggestion.
When you make a new layer to add an arrow or what have you, it'll be visible by default on all layers of the animation. This means you'll want to highlight all frames of animation, then hide the newly created layer for all of the animated frames. Click back to the frame you want to animate and show it.

Sorry if that didn't explain it very well, I'm a bit rusty.
Just watch your layers tab and hopefully that'll sort it out.

When you highlight a frame in the animation bar all of the layers that will be displayed in that frame will be marked with an "eye" icon in layer tab, on the right. As you can notice, in that tab, if a layer is marked with the eye icon, it will always cover all of the layers beneath it, even if they are marked too.

You want to make sure that your frames in animation tab don't have a common, "master" layer in the layer tab, which would cover those actual animation layers beneath it. Hope this helps.
