Dogs like to sit on animals to establish dominance. Same with bum sniffing. A lot of "alphas" refuse to let other dogs sniff their bottoms. So here, we see the dog attempt to sniff the cat's ass. Cat says no. So dog sits on cat. Two attempts to show dominance.

Or the dog is just fucking around. That's always an option.
