It's called a shore break. Not all beaches have full sets of waves some beaches only have break at the shore due to the topography of the beach

I did dune surfing in new Zealand. We were right next to the water just like this but I have no clue of it is actually new zealand

I'm 98% sure it's Tidal Beach in Wilsons Promontory, Victoria, Australia. edit- actually re-watching it I'm not sure the dune is that big behind the beach so I am willing to concede I may be completely wrong

It looks a lot like a place I used to go called Hawks Nest.

It makes a bit of sense, the beach and water look the same, the land mass out in the water could be Cabbage Tree Island. I can remember a big hill of sand, but I don't remember it being so big you could slide right into the water.
