This thing is a Tarako Kewpie from Japan. It's the mascot for a codfish roe sauce, and apparently some kind of cultural phenomenon. Here's more info.

He's pretty much got it for you there. As someone said below, the blood was added.

FWIW, the ad campaign is intended to be ridiculous/ weird. Tarako looks like this, and the the logo mascot of the manufacturer, Kewpie (most famous for their mayonnaise) looks like this. Put them together and bang: Mister Sparkle.
