They do. Where I live defendants kept on coming in with the same story, "they took the money" (also that they planted the drugs).

Now most Ds will say something like this, but when you hear the same name of the cop again and again you start getting suspicious. As it turns out the accused were telling the truth and a metric shit-ton of convictions had to be gone through going back 10-15 years.

Well...think about how many people they have employed. The running costs of the Cartel alone would be astounding. There's bribes, paying for mules, gun purchases, all of their staff/personnel, getting precursor, setting up labs, etc. $207 million may seem like a lot, but...well, think of it this way. An F-22 Raptor (stealth air superiority fighter jet) costs $150 million. Each. Or the income from tobacco taxes in the U.S. Let's take Kentucky, which has the highest percentage of smokers with 29%. They only pulled in $214,597,000 from taxes in 2009.

So while it may seem like a lot of money, for a crime empire that services up to 1.6 million Americans it really isn't that much on hand. Obviously this isn't all the money the Cartel has on hand, but even for a large operating cell, I doubt this is their stockpile of money. More their "on-hand" money to take care of costs of business.
