Assuming Wailord is a 14.5m by 14.5m by 29m ellipsoid, he would have a volume of 3193 cubic meters.
With a mass of 398 kg, that gives him a density of 124.7 grams per cubic meter.
This is about 10% of the density of air. He's going to shoot into the sky.

A real whale of that size would have a mass of about 180000 kilograms and a density in the ballpark of 78400% that of air.

What if he has a weight of 398 kg? we would probably have to account for his elasticity then figure out how much of the weight is supported by the ground. Also the height he bodyslams from.

Kilograms measure mass, not weight. But assuming he weighed 398 kg*g on earth...

It's simple. He would have 110% (100%+10%) the density of air. Wouldn't float, but would experience enough air resistance to not fall very fast. Multiply the mass up to eleven (110/10) and you get 4378 kilograms. Still a far cry from anything realistic.

Well considering Wailord is not a rigid body (can bend) I can safely assume due to his large surface area most of his body will be on contact with the ground instead of on Pikachu. Because of this that force of 398*9.8 is spread out on all of that area causing little to no discomfort to pikachu (he'd hardly feel it) On the other hand, suffocation is a whole different story

It doesn't matter. Surface area would end pikachu. The skin is not permeable and would smother/suffocate. Either way, he dead.

He's less dense than air. The second a wailord evolves they float up in the sky. where they mate and drop wail babies to the ground below. Eventually they will envelope the sky blocking out the sun. Team rocket has been trying to eliminate hence the name. But little shits like ash keep destroying their funding projects for fuel.

Depends on how much his body can bend, how thick he is, and how soft his body is. If he doesn't bend at all, like a rock all the weight would be on him but if he is bendy, like a wet noodle only the weight directly above pikachu will be on him. The thicker he is the more weight that will be directly above pikachu no matter how bendy his body is. If he is softer then the force of the blow would be over a longer period of time and if he has a hard body, like a rock again he gets the force over a shorter period of time.

Tldr: Pikachu is going to die

Are you being serious? Yes he weight ~900 pounds but that 900 pounds is spread across such a massive area that if he body slammed you, you would be fine. It would be like a really really massive piece of styrofoam falling on you. (with how messed up Wailord's size / weight, probably lighter than styrofoam). Or like 900 pounds worth of balloons. You're not going to be crushed by it.
