That is a baby Bog Turtle, a very rare and federally threatened species. You should contact a local conservation society and tell them where you found this little guy... it is highly possible they would be interested in protecting the land where it was found from development.

Yup, Bog Turtle, very rare!!! Found one my entire time in PA growing up. My bros and I tried to find all kinds of animals out in the ponds/streams/woods/meadows (we were kinda free-range explorers as kids/young adults).

The other awesome turtle we once found was an adult red-bellied (cooter) turtle.
