Looks like this kid was born with a cleft palette. My Mom was born with this condition. She had no roof to her mouth when she was born and she had teeth growing in just like this years after her multiple surgeries to correct the defect. The surgeon will use the tissues that are present to create the missing structures. Often times teeth get moved around during that process and you get this situation where teeth grow in the roof of your mouth.

My youngest son was born with a cleft lip. We saw the defect on our early ultrasounds but we didn't know how severe his defect was. When he was born and taken by the nurses to be weighed, I asked her to check his pallet for me. She stuck her finger in his mouth to feel and told me it was intact. I've never felt such relief in my life! I immediately started to cry because of the overwhelming emotions that swept over me.

My son was super lucky. His defect required one surgery. A child born like the one in the picture posted has probably had to endure multiple procedures as well as years of dental work, just to look normal.
