are you trying to set it as your background from firefox by any chance? if so it won't work like that. you have to save it and then set it as your background

Well I'm on Win 7 if that changes anything, but I saved it as a .gif and then right clicked and pressed use as background, and it just shows a small static photo in the center of the screen surrounded by black.

True, but I believe they are meant to be floppy and loose, so are being carried by the rocking movement, rather than actually being moved by the dinosaur.

At least, I think that's what the artist had in mind.

I think the artist was trying to make him seem completely relaxed, with an outer force rocking him back and forth. The limbs are obviously carrying the momentum from each cycle until a new cycle catches up. If he was rocking himself, however, it the motion is reversed.

That's not how it would look if they were just relaxed either. They would would not accelerate in the direction they were moving if that were the case. They come to a near stop, then quickly switch positions.

If that was the intention, then it both looks completely wrong, and makes no sense.

I have a fear of most aquatic life. I went to Universal Studios as a child with my brother and Dad, they tried to get me to go on the same ride. I peeked over to the ride to try see what the ride did. As soon as I looked, fuckin Jaws flyin into the boat and what not. I cried until we couldn't see the ride anymore. :/
