There is no standard drug test for designer drugs. The "bath salts" you have heard of have something like Mephedrone, methylenedioxypyrovalerone, 4-methylephedrone, or one of 50 different compounds. These compounds are tweaked slightly to keep them legal. Making it extremely unlikely the homeless man was tested for all of them.

Edit - Because others keep saying that I don't know what I am talking about here's a little longer list of new drugs that are rarely tested for I'll just include ones outside the 50 Methadrone compounds. A couple of them are brand spanking new. A-PVP, MDPV, FMA, FA, Erythroxylum, TMA-6 HCI, 4 AcO-DMT, 4-AcO-DET, 5-MeO-DALT, 5-DOx, MEO-MIPT, Elemicin, Isoelemicin, All of the NBOMe's (25i, 25b, 25c etc...)

There are thousands of semi-legal compounds Mr. Face eater could have been on. Here is a short list of more commonly found "legal" designer drugs that are almost never tested for, but can cause extreme reaction in a minority of people. A couple of them are brand spanking new. Birds in general will eat anything if they can get their beaks on it. I've seen herons taking fairly large birds like water rails, cormorants taking flatfish far larger than you'd think possible and, at the other end of the scale, tiny sparrows taking 4 inch long emperor dragonflies...

Birds aren't fussy. Or particularly clever. Wouldn't be surprised if they ended up injuring or killing themselves with their meals every now and then.

Philly resident here... Hawks... hawks take care of pigeon problems. It started slowly this past 5 years or so. But I have been seeing more and more hawks... and less and less pigeons. The parks used to be full of them, now it's almost all sparrows and tinier birds, barely any pigeons. One or two, small groups. But nothing like it was 5 years ago.

I watched a documentary on Oasis about pelicans. The documentary said they're running out of fish to eat so they started eating neighboring bird's chicks (the chicks were huge by the way). I'm assuming pelicans are opportunists and will eat anything they can catch.

I'm not an expert, but I assume the withering live animal will soon become a dead limp animal by suffocating in the Pelicans throat/stomach. Then the digestive juices do their job.
