Yes, I believe that's what it is. I remembered watching this documentary on netflix where it said a lot of the best artwork and poetry in France and around the world came during the 19th and early 20th century due to the fact that the majority of them would drink Absinthe heavily. Picasso was also known to drink Absinthe time to time, as well as Ernest Hemingway, Aleister Crowley, Oascar Wilde, and etc.

Oscar Wilde had a great quote for it.
