On a more serious note, this glitch used to happen to me in Fallout 3 with the super mutants around the DC area.

At first it was strange and amusing, then it became all too common as the game progressed and started to ruin the game, as everytime I'd decide to visit DC there would be taffy mutants. Finally it started to occur with bandits and ghouls, I'd shoot them and suddenly they'd start twisting up like taffy and flying around in the sky.

I love Bethesda games, but this bug has been in the game engine forever. It's really about time they fix it, better yet develop a new game engine instead of tacking features on and leaving the old bugs that plague it.
