YES YES YES. I don't Know what the hell people are thinking when approaching the tunnels, but they ALWAYS slow down and there's ALWAYS traffic.

Hey everybody, public service announcement here: the tunnel slowdown thing is not unique to Pittsburgh. It's not even unique to tunnels.

It's called a Phantom Traffic Jam.

They happen on the beltways of other cities all the time, without the tunnel.
