I wouldn't say encouraged, but I doubt coaches and managers tell them not to dive. Italians dive all the time, and I am a big Juve/Italy fan. I would believe it is do anything to win, therefore it is enabled.

I have sorely underestimated the intelligence of the average soccer fan. :(

To elaborate (that means explain it some more), upon seeing someone get kicked in the balls after faking an injury, most smart people would stop faking injuries to avoid getting kicked in the balls.

I guess now that I think about it, that level of cause+effect correlation may be beyond the thinking capacity of people who play/watch soccer. Jesus.

In every other sport if you seem like your hurt on the field you have to come out for aleast one play right or something of the sort right? So why dont they do that in soccer. If you act like your hurt you have to come out for atleast a 1 minute and your team has to go man down.

(Mind you, it's been a while for me and my memory of the rules aren't the best) I think there's already a rule somewhat like that. You can't just jump off the stretcher and trot back on like nothing happened, you have to go to the side and wait for permission from the ref to re-enter the game.

Incidents like these are very few and do not represent football realistically. Sure there is some diving and it's done to get the ref to give you possession of the ball the same as flopping in NBA basketball to draw the offensive foul.
