The forts at Shivering Sands holds a rather fascinating history.

In 1964 Screaming Lord Sutch set up Radio Sutch (a Pirate radio station) on one of the old towers. However, he soon became bored and handed the project to his manager Reginald Calvert, who then expanded into all five towers that were still connected and called it Radio City. [1] After Reg Calvert was killed by Oliver Smedley, his wife took over for a short time before the project was stopped and the towers again abandoned.

They're actually the same movie. Pirate Radio was the title for the North American release and The Boat that Rocked was the title for the UK release.

True, Sealand is located in HM Fort Roughs while this image is of the Red Sands. They are all located in the same geographic region though, the Thames Estuary.

Although Pixar's offices were just across the freeway from the port, I read somewhere that they weren't inspired by the cranes. I've seen these things hundreds of times, I'd be surprised if they weren't the inspiration.

It is probably just surface rust. Marine grade steels are usually resistant to pitting erosion, but will still have surface rusting.
