It works both ways, especially if you want to get very pedantic about it.

You can say objects can be stored in the cupboards or that the stairs can be climbed and those would both be "purposes". However, you can also say the cupboards store or are storing objects, and that the stairs lead or are leading upstairs, and, as verbs/designated actions, these would be tasks with which these subjects have been, well, tasked.

definitely brilliant for those with smaller houses with little storage area... my first thought also was how safe and supportive could they be... unless they're half drawers where they're directly under the stairs... and possibly split drawers on the ones coming out of the stair face...

Top row of this page (Furniture Traders Australia is the first online shop I thought of).

You've never seen cupboards like this before? They're all over the place around here in those odd little knick-knack furniture shops - decorative pillows, incense, a steamer trunk-style chest of drawers with metal sides, a broad flat coffee table with drawers, big wooden trunks, "olde charme" dining sets, et-cetera.

I wouldn't try using them as stairs though.

As to the OP's picture, I'd really hope there was a good rigid frame in there otherwise those drawers aren't going to be opening or closing after a while.

Well a lot of the time there is a small closet (maybe with the electrical panel or something) under a staircase, or another staircase under that staircase. I don't believe that there usually is just empty space there.

Yeah, as an engineer I'd like to see some finite element analysis for this thing or some acoustics experiments setup in LabView. Hitting that 7th stair from the bottom (on the edge of the stair) looks like it would create essentially a point load with a maximum moment on that 3-high stack of drawers...

Rented a cabin that had been split into 2 units. Bottom unit had stairs to nowhere. They made AWESOME shelves. Also my dog was constantly confused, running up the stairs and wondering why there was no upstairs.

First three steps shouldn't be like that. Instead of long fat drawers that pull out at the front, they should be long skinny drawers that pull out from the side. Avoid the stubbed toes.

I've been thinking of doing the blueprints for a cabin, and building one altogether. Since they are small, simple places, they don't have much storage space, so I've been looking for ideas...This one is great. =D Even if you just do it under the stairs. This, and making your couch out of three wooden walls, so you can have shelf room underneath. Also, doing the same for the kitchen table if you make it bench style. I love cool ideas like this. =)

If you destroyed the 1st half of the staircase, you could open up the drawers on the left side to climb back up. Zombies wouldn't have the mental capacity, strength, or dexterity left to open the drawers and use them to climb up. Zombies are only strong due to their numbers; one by itself would be unable to lift itself onto a ledge using only its arms due to muscle deterioration. The only potential issue would be if so many zombies came that they started to pile on top of each other, thus creating a set of zombie stairs to walk up.

Alternatively, if these were actual individual drawers instead of built into the staircase, you could leave it as is during the day and then move them just before night so you wouldn't have to worry about zombies coming up the stairs.

The steps would probably be very fragile when the drawers were open. Even when they were closed, they wouldnt have the same resilience of a solid step.
