I'm not sure I'd believe a youtube comment. The way Mr. Rogers smiles makes me think he knew. However, the gesture is innocent to a child.

The gesture first appeared in the US around 1886. The first documented appearance came when Boston pitcher Old Hoss Radbourn gave the finger to his New York rivals. It has always been an insulting gesture to some population of the US.

No, I made an educated guess based on my own memories of getting in trouble for "obscene gestures" when doing that routine in first grade. I've never seen this .gif before. It's a good one, but I've never seen it.

The first question answers the second; I remember it because even then I thought it was a completely idiotic and unjust call on the part of the teacher. I was doing the song during recess as I had seen it done on Barney, some other kid ran and told the teacher that I was giving people the finger, which was a gesture I didn't even know existed at the time. The teacher, who didn't even listen to my explanation, made me go inside early from recess. It was probably my first personal experience with a fallible authority figure and one of the few times in my life that I felt I had been "framed" for something I couldn't understand or defend myself against (They're just fingers, how could they be the equivalent of a swear word?) and it's just kind of stuck with me.

As far as I'm aware no broadcaster offered uninterrupted footage of the Queen. Also, not long ago she had over a million people lining the Thames cheering her while she celebrated being fucking badass. She's the Queen of England; if she wishes to look unimpressed she can.

Actually, if I recall, shouldn't she use her middle and index finger?

It originated in the Anglo/French wars. When the French captured the English archers they cut off their index and middle fingers thus rendering them useless as an archer, a bit like taking the trigger off a gun, so as they faced each other in battle the English stuck the two fingers up in defiance and now to this day in England it is a gesture of defiance and offense.
