Actually, the fish could be fine if you throw that block into a lake. Sometimes there are lakes that are hard to get to by vehicle, so if they want to stock the lake with fish, they drop these fish blocks in there by plane. When the ice melts, the fish is fine.

Well I'll tell ya, when that fish wakes up he's going to have one hell of a headache, not to mention that he's naked in a meadow. The blurry vision and nausea won't wear off for a couple of days either. But don't worry, eventually he'll be fine. And he'll have a great story to tell his grand kids about the time he was frozen in a block of ice and left in a meadow for the eagles.

Actually it is a game! Most places freeze or wrap food that their predators eat, so they have to work to get at it. This is provides entertainment, exercise and mental stimulation in conjunction with the food as they have to fight and tear to get to it. This helps replace the fact that they don't get to hunt their food down. This is probably what's happening.
