Your sentence is grammatically incorrect; you added a few extra ands. Although you may be colloquially accustomed to saying "and" after each and every term or phrase in a list of terms and/or phrases (generally to pause and gather your thoughts, or in my case, make shit up along the way, as I speak), you may only use one "and" while writing, and it should be placed before the last item in the list, assuming it's a deterministic list (i.e, contains all the elements/does not end with etc.). Of course, each item in the list could in itself could contain a list, as is the case with your sentence. viz. "'Fish' and 'and'", "'and' and 'And'", etc.

So, the correct to way to say what you said, which is still just as mind boggling, would be to say:

"Wouldn't the sentence 'I want to put a hyphen between the words Fish and And and And and Chips in my Fish-And-Chips sign' have been clearer if quotation marks had been placed before Fish, between Fish and and, and and And, And and and, and and And, And and and, and and and Chips, and as well as after Chips?"

Because of English, you can sometimes say "had had" when you say "had" and they mean the same thing. James used "had had" in the same instance where John used "had". The teacher preferred James's sentence.

Example: "He had cake." vs. "He had had cake." They both make sense and mean the same thing.

Also, the sentence is using "had had" in the same context. You could replace all "had had"s that weren't in single quotes in /u/zentenai's comment and still make perfect sense.

Also, semantic satiation: where the repetition of a word causes it to lose meaning.

They mean similar things, but they are not the same. It's the same distinction as between "ate" and "had eaten". If you're telling a story (which happened in the past) "had"/"ate" means it took place in the present tense of the story, and "had had"/"had eaten" means it took place in the past tense of the story.

They do not mean the same thing. "Had" is the past tense, but "had had" is the pluperfect (aka past perfect). The pluperfect is used when you are telling a story about the past, and you want to talk about things that happened before the main story. For example, "Joe had a dog because he had had a bad experience with cats".

I can replace "ran" with "will run" in the sentence "Bob ran to the store", but that would give the sentence a different meaning.
