I'd give it a 50:50 chance that the original image was just a nerdy black couple cosplaying or going to a fancy dress party, and some slightly racist person found it and put the caption on it, but because people assume the caption was written by the people in the picture they think "oh, well if those black people are making that joke then it's okay if I laugh/make other racially stereotypical jokes about it".

I find it interesting that whether the caption is original or a later addition has a massive impact on how racist it is.

Black guy here, I wouldn't be too surprised if those two had made the post. In my experience, black people love to make jokes out of Ghetto stereotypes for their own entertainment (particularly of the "hey lets make a ghetto version of this otherwise mainstream thing that everyone loves" variety). Beauty and the Beat (http://www.youtube.com/watch?v=B0Rau01wbeo) is a perfect example. It seems that there is a subtle distinction within this topic that a lot of people don't seem to get: Most black people don't identify with the Ghetto stereotypes. "Ghetto" Blacks are a small subset of African Americans that most black people like to make fun of. This is similar to the way a lot of white people in America love to make fun of the pig calling, banjo waving, sister loving country hick stereotypes. They are not offended by it because they consider themselves to be apart from that community.

We only become sensitive to the stereotype when we start feeling that the joke implies that we inevitably fit in to that category because we are black. This is why your alternate explanation (nerdy couple takes pictures, racist adds ghetto stereotypes) could be very reasonably considered insulting. In general, we are not convinced that most non-black Americans understand the distinction between the overall black community and the "ghetto" community, and this is why we are generally more suspicious of these jokes when made by a non-black person than by a black person.

TL;DR : Most black people don't identify with the ghetto sub-culture so we also think its funny. We only get offended when the joke suggests that blackness inevitably implies "ghettoness".

Honestly, all jokes depend on their audience.

I think its wise to only make those jokes around people who know you well enough to know you're not being bigoted or racist. Probably don't want to post it somewhere as public as the internet (unless its so funny that you don't really care about the backlash... which is legit).

Seems unfair at first until you remember jokes have always been about their context and the audience: I don't make gay jokes around people who could think I'm homophobic, sexist jokes around people who could think I'm sexist, dead baby jokes around women who just had a miscarriage so on and so forth. The list of jokes we all avoid around specific audiences is pretty huge.. yours just happens to be one longer than mine (unless you're gay and/or just had a miscarriage in which case indifference and/or i'm sorry).

Another great example of this idea.

And then there's the hundreds of black comedians who play with this idea (my original introduction to the idea being Chris Rock's "Niggas vs. Black People"). Now everyone has the right to think whether this is funny or not, and even if it was funny in the past and now magically isn't. But my own feelings on the subject is that it's the malicious intent that is the problem, not the stereotype. There's a reason crimes against a race/religion/sexuality are known as hate crimes.

Well, like I said, it's up to you whether or not it's funny now or ever has been before. I was saying my own belief is that malicious intent is a large factor, because I don't see how other races using the word nigger or the stereotypes is bad if it's genuinely funny and gets people to think about them in a constructive manner. But then this also goes into my whole disagreement with the idea of "race" in the first place and the idea that an asshole is an asshole regardless of what they're being an asshole about, so 'm probably being ignorant myself, to which I apologize.

Do you just mean that no one should talk about things that they don't have an understanding of? Well, how do you begin to understand something without talking about/using/doing it everyday?

I'm sorry, I probably just don't understand what you're trying to say, because I was taught* to not punish the ignorant for being so unless they choose to be. Hence why I feel malicious intent is a huge factor, because if it's not there it's much easier for a person to understand, or be willing to understand, other people's differences and similarities as well as how jokes like this one can be taken offensively and whether or not it will be.

*Edit while writing: For some reason, I feel the need to share that I'm not babbling something I read in a book or that what I said was supposed to be taken as an attempt to express some sort of superior way of thinking, but that simply that's how my family (specifically my mom, grandma, and great aunt) raised me to think.

The phrase isn't commonly used in America, it's more a subculture thing.

It has many different meanings but its generally used to describe a person (usually female) who has slutty/skankish qualities who also act ghetto/low class and is extremely hyper active when partying. It could be used an adj to describe someone, a noun to identify a group of people as, or as a verb to describe a state of being (it's kind of like the word crunk if you know what that means).
