I think in this case... cartoon... cartoons don't have depths of colour like reality does.. you can notice this in 1080p rips of cartoon moves can be 1GB range when other real life films require 4GB+ for the same visual quality.

Check out gifsicle. If you're on Windows, you can install it into cygwin and run it. With the right commands, it optimizes animated gifs very well.

The command that I use (make sure this is run in cygwin and not CMD) is:

gifsicle -O3 --colors=128 input.gif > output.gif

It cuts down on the colors a bit to save some space as well (remove that option if you need more colors). -O3 is the highest level of optimization. I made this for /r/mindcrack, if you would like an example of how the gifs turn out.
