personally i'd always trust local files

Or you could backup the local files, and then choose the cloud files.

First rule of steam cloud conflicts: TRUST NO ONE.

Agreed and that's what I did. In retrospect I can't imagine many, or really any cases where I choose the cloud (short of a fresh local install). Just was surprised the time info wasn't shown. seems a no brainer to include that.

I assume you would take the cloud version if you have it installed on multiple machines and your current machine doesn't have the most recent save.

If you are playing on only one machine I would always take the local version.

This is probably the best idea. In any event, if you only use one computer to play your games, then ALWAYS go for the local files.

Happens to me every time I load Skyrim :( Just do local files, my PC hates the cloud backup

Well, unless you use it on more than one computer, local files are by definition the newest. The only case you would want the cloud-based files, is when your local ones are corrupt.

How do you get to that screen?

It pops up when there's a conflict between the files in Steam's cloud and the local files on your computer. Usually it happens if something interrupts or impedes the normal syncing process.
