It's not, physically. it's just too small to see so the people that made the video thought the process was done when in fact it wasn't. We can see it, though, because of the shadow/reflection it casts on the surface.

The human eye does not capture images at 25fps.

Our eyes don't capture images at all. The rods and cones are asynchronously polled and the new image information is "sprayed over" the old one.

There's a theoretical fps our eyes can see though. But yeah it's much much higher than 25fps.

For 3D movies, we see more than 120 images a second, so it's probably even higher than that.

O.o wut? A 3D movie in a theater is still 24 fps. A 3D screen that uses active-shutter glasses operates at 120Hz, but that's so it can give 60fps to each eye.

That said, many people say they see a huge difference between a 60Hz and 120Hz (regular, not 3D).

The difference between 60hz and 120hz is not that the images are changing at 60hz vs 120hz it's that it's refreshes at that rate. And the reason you can see a difference is that 24fps (standard film speed) doesn't divide into 60hz so you get frames of different lengths (half of which are 50% longer) which is visible. TV signals are 30fps (actually 29.97) in North America so 60hz works well for TV.

This is only true for, like VulcanXP mentioned, screens that require active-shutter glasses that try to achieve 60fps . Screens that require polarized glasses (RealD [any 3D movie not in imax]) will project two images, both at 24fps, but through opposing filters that polarize the light. The each lens of the glasses filter out one of the images, leaving your eyes with two distinct images, creating opportunity for 3D effects.

Here is a similar setup recorded at 2000fps. Looks nearly identical to the other video.

As for the video in the link you provided: Seeing as they alter the framerate during some of the clips, for example in the first highspeed shot you see of the two bouncing droplets, it starts of "fast" and then slows down while the droplets are in midair. My guess is that they are not showing all the sequences at full speed.

Edit: Just adding the math: the drop falls for 12 frames in the .gif. Assuming it starts with a velocity of 0 and accelerates with 9.8m/s/s, within those 12 frames, the drop would only fall 0.7mm if it was recorded at 10,000fps. While it is hard to estimate the scale of the setup, I'm guessing that the drop has fallen about 1cm.

Edit 2: Just for the heck of it I did a similar experiment. Here is a drop of milk falling into a glass of water from about 7cm. It is recorded at 1000fps with my Casio EX-ZR200.
