As another Canadian, I'd like to inform OP that those are European license plates.

As a Quebecor, both cars have Quebec license plates though the car that slows down is an older version.

I couldn't find a European style license plate in Quebec's history. This site goes back to 1969 and this site has examples going back to 1955. Do you have a link showing Canadian issued European style license plates?
