Our cat did this the first night we got her about 20 years ago. She was sat in her litter box all scared looking and did this as I came down to say good night. Scared the crap out of me and made me cry, so think it worked.

When my kittens would do this (they are slowly getting less jumpy and more attacky) I would just go "oo, oo, oo" and act like I was getting all scared. It has to be one of the most hilarious "defensive" or "intimidating" postures that I have ever seen.
