Note the tense, it's present, not past. Also note that the photo is not of a mannequin. This makes it pretty obvious that this is just an example of the hairstyle. The OP never implied it was a photo of the neighbour.

I thought he would post an original picture in which a mannequin had its hair cut in the form of a gecko. By not doing that we are led to believe that this is the kids head, the end result. When he posted this it became a lie and a shitty one at that.
