Actually, all the other fish are really surprised that Nemo is from the ocean. So it could be implying that they're all born in captivity.

The fish suddenly realized that they have two options - to be trapped in the plastic bags till the rest of the days, or to die painfully from the salty sea water. And with that realization of doom the fish is saying: "Now what?"

I'm assuming you haven't seen Finding Nemo. What happened was, they were all in a fish tank in a dentist's office. Nemo ended up in their tank, and after a while they made a plan to play dead and then roll out the window (since they would be put in individual plastic bags filled with water). However, once they finally reached the ocean right across the street, they realized they were stuck in the bags. There's no issue of freshwater/saltwater, it's just a movie for kids.
