The guy on the human horse is portraying himself as a Siamese soldier from Ayutthaya era. It was common for soldiers back then to wield dual swords, hence the umbrellas. The guy in the back is portraying himself as a Burmese from the same era, judging by his head wear and facial makeup. Basically, these guys are Thai comedians that are just horsing around, literally it seems.
