It's from a show called Panty and Stocking with Garterbelt. It's about two demon slaying angels trying to buy their way back into heaven. The two demons are stuck up and bitchy antagonists that always follow the rules (hence the clip and the title of it). The show is pretty cool.

This appears to be a short compilation of clips from the show Panty Stocking with Garterbelt.

All the clips seem related, in that they appear to feature a red-skinned character, most likely an antagonist in the show, who refers constantly to what I can only describe as the "RUUURRUUUU". I can guess that this translates to the english word "rules", as evidenced by the comments section in the video in question.

Judging by the tags in the video, the red-skinned character could possibly by named "Scanty."

I hope this was informative, and any mistakes I have made, please feel free to point out, that I may amend them.

Well really... Fallout 3 was released in 2008. And me, being a senior in high school, played Fallout 3 day one of release for about a year. 3 years later I have not played it since. So I think it is fair to say that yes, I can feel nostalgic over a game that I played as a kid.
