I believe that the image is made from a 360 degree panorama image like this and later (obviously) been edited to look like this.

You can also edit a 360 degree panorama image to look like this.

And here is another fancy looking 360 degree planet picture.

Use an app like Photosynth for iPhone.

Take the resulting image and square your dimensions (aspect being off is okay)

In photoshop run a polar coordinate modifications (can't remeber which way it will be obvious)

Bam... this effect.

You can do this in photoshop:

Take a 360 degree panorama where the horizon at both edges of the pic is at the same height.

Change the aspect ratio of the pic to 1:1.

Use the polar coordiates filter to turn into mindfuck. (If you flip the image upside down before you do this then the result will be like a planet.)

That isn't a fisheye lens. It is actually a 360 degree photo that was put together from a series of shots from the same vantage point by turning the camera. A fisheye lens makes a simple photo bulge; it does not create the full circle seen here. I believe this is an xpost from r/pics, and you may want to give them some props where it is due.
