The amount of feed coming off the ducks beak is minimal. The fish are in a feeding frenzy. If anything a few of them get some crumbs. Thinking about it now it's not really drinking water is just wetting it's cornmeal making it easier to swallow. edit:watching the source vid it almost looks like rice. Regardless a only few fish are getting a kernel or two.

If food is getting into the fish then, yes, they are getting fed. Being fed a crumb is still being fed. Stop not seeing things that are right in front of you.
