I would hate to work at whatever this place is that made you think a jacket and tie is business casual. I'm a CPA in public accounting which is a very conservative line of work and for us business casual is slacks and a button-down. We'll throw on a jacket and tie if we're going to work somewhere like a bank, but we certainly don't call it business casual.

Pretty much what KnightKrawler said.

Khakis usually will be a thicker, almost jean-like material. They will also normally fit more similar to jeans, in that they will bunch up more along the leg and generally kind of pile up on the shoe.

Slacks will have a pretty straight cut leg usually, and can either be pleated or flat front. They should hang just past the top of the shoe.

At least this is what I'm assuming scatman is getting at. I've never heard of them being defined much differently, so if someone knows better go ahead and correct me. Hope this helps.
