Lets say that your requirements are based solely on physical beauty and intelligence. ( I realize that mental attractiveness comprises more than just intelligence, but for the sake of argument bear with me.) Lets consider upper levels of physical attractiveness to be two standard deviations from normal appearance to the right of the mean. That implies, regardless of societal beauty preference since each population would have those who exhibit high levels of physical attractiveness, that roughly 2.5% of any population would have high levels of physical attractiveness. Given that we have taken 2.5% of the population to be highly attractive that leaves us with roughly 175 million people (7 billion people on earth) which is still a massive sample size. Let's look at intelligence, we can still assume that the curve for intelligence would be normal given our sample size. So if mental attractiveness is attributed in the same manner, two standard deviations past the mean to the right, then roughly 2.5% of this population meets that criteria. In other words the top set would include roughly 4,375,000 people. So that top set is not a null set however your chances of finding a mate in this category is .0625% or 1 in 1600. Most people don't know 1600 people so they exist but are hard to find.

Slate did a piece on this recently.

Long story short, there seems to be some evidence that intelligence and beauty do have a slight positive correlation, but nothing definitive. And it might be a case of uneven distribution of intelligence.

I count myself as intelligent, and I feel like most intelligent people can pick smart people out of a lineup. There always just seems to be a hint in the glowiness of their eyes, and dumb people always have a glazed over cow look on them.

Not necessarily, because if you were to divide the world into sexes, lets say that it's a 50/50 split, you would have 3.5 billion people as your base selection population. If you perform the same derivations as above then you would end up with about half the amount of people in the resulting set, or 2,187,500. This ends up with the same probability of occurrence.
