They're acrylic nails. With enough patience you could form acrylic into any shape. It's applied by brush dipped into a sculpting liquid, then dipped into acrylic powder, then to your nail. The powder and the liquid form a gel that dries solid. While it's still wet you could wrap it around a curly shaped mold of some sort, and it'd dry hard in that shape.
