This is from an OVA Sonic the Hedgehog series (two half hour episodes) that were collectively released as "Sonic the Hedgehog: The Movie" outside of Japan.

It's not really canon, but it features many different elements from the games. The general plot revolves around Sonic fighting Metal Sonic. The international release saw some censorship for younger audiences. (At one point, Sonic blatantly flips off Dr. Robotnik, some suggestive sexual situations were changed, dialogue, etc.)

It's from the same studio that made Yu Yu Hakusho and Bleach.
