Well, technically it could be vandalism if it's in the right jurisdiction. Some US jurisdictions include defacement in the definition of vandalism. That doesn't necessarily require any permanent, measurable, or even actual damage.

This is different. Vandalism is a legal concept, so the government gets to define it however it wants. If they call it vandalism, they won't let you off the hook because you call it something different.

Back in my college days I bought a bunch of "P" letter tiles (for mailboxes or address call-outs etc.) from Home Depot and put them over the "N" in the "Thank You For Not Smoking" signs that were hung up around campus. Got a good laugh out of it. Had one in my room too.

My boyfriend did that all over campus during a short break when it wasn't mandatory to vacate the dorms. I think he was able to put those on almost every exit sign in ever dorm building.

There is a diner in Toledo, Ohio called Deez Diner. Their light-up sign on the front of their building is low to the ground. We printed a banner that said "NUTZ" in the same font as their "Deez"(I work in printing) but capitalized it and then affixed it over the "Diner" half of their sign. Good times were shared.

With an 8ft. aluminum ladder, yes. Got some twine and tied some 12mm iron nuts tied to the ends. Tossed the nuts over the back of protruding sign with attached twine. Nuts fall to ground with twine. Hoist the banner up by it's grommets like a flag. Toss nuts over sign again to get them lodged up there. Fun.
