I've heard Yakuza tattoos have similar origin.

"By the early seventeenth century, there was a generally accepted codification of tattoo marks used to identify criminals and outcasts in Japan. Outcasts were tattooed on the arms: a cross might be tattooed on the inner forearm, or a straight line on the outside of the forearm or on the upper arm.

i'm 99% sure the top picture was taken as a joke. they aren't legitimately wearing their pants that low, but they are doing it to mock/poke fun at people that do sag their pants ridiculously. if you look at most of their pants, if they did have them pulled up to their waist, you can tell that they would probably be a slim fit or at least a regular relaxed fit.

this implies that since they are not wearing super baggy pants, but rather sagging regular fitting pants, that they are simply doing it as a joke, because no one that would legitimately sag their pants that much would be wearing regular fitting pants.

It crosses everyone's mind here every time it gets posted. I've tried to figure out if it's a joke or not, but reverse image searching doesn't lead to anything definitive. Most other forums don't seem to think it's a joke though. There are plenty of other similar sagging images out there too.
