I can't imagine that this was simply allowed to happen. I work at a public library. We have one unfiltered computer set in a downview/glasstop desk with a privacy cover screen on top of the desk and only 17+ are allowed. The other computers are filtered but that doesn't mean some sites can't slip through. Or maybe he has a DVD in? I believe he just hadn't been caught yet. A page or some other staff member will eventually find him and make him turn it off. At our library he could be given a warning that could, if he keeps getting caught doing this, lead to being banned. He'll give a fuck then.

this is why public libraries should just have old school as-400 catalog terminals. so people can do what libraries are there for - find books and either read them or GTFO.

You aren't accounting for the availability of the school library (probably only an hour a day) compared to the local library, and remember not every school allows students to use the computers at lunchtimes. You can't get rid of computers in libraries and say "make do", so many things in life today require Internet and computer access.
