The first thing which came into my mind while seeing this was sex reassignment surgery, in particular a Phalloplasty. But there are a couple of things which count against a Phalloplasty: 1. It's uncommon to use graft from the thigh, they mostly use the forearm. 2. They can do a whole sex reassignment surgery from female to male in one big surgery. 3. I'm afraid the constructed penis wouldn't look like this.
