If the "only reason" they actively hunt humans is because of malnourishment or provocation, then they don't actively hunt humans.
You don't see that same description given to black bears (or whatever relevant predator), even if they would be capable of easily killing a human, though I'm sure that a malnourished or provoked black bear has certainly killed and eaten a human at some time.

Yes, I understand what you're getting at. What I mean is, let's say a polar bear hasn't eaten enough. It probably won't have any problem entering a residential area that may be close by to hunt humans.

However, a black bear, even an undernourished one, would still choose to avoid these areas as it would still assume a human is a threat and i doubt it would enter an area that is populated with threats.

Which is why I say they're contradictory because the claim "a spokesman" made is that ALL predation on humans is because of exigent factors other than the bear just wants food and sees humans as something to hunt rather than fear.

The bears either hunt humans out of desperation...or they hunt humans as a viable food source. It's one or the other as a qualifier. A desperate animal that fears humans isn't hunting the human because it's a good source of food, it's just an available food for a desperate animal.

There are plenty of documented kills of humans by other predatory (and non) animals yet we don't ever describe them as "active hunters" of humans.

A hippo kills a man after it has been provoked. We don't say hippos "actively hunt" humans (though stupidly enough, hippos are actually quite antagonistic towards humans, so you might say they hunt them for a different reason but I digress).
Alternatively, a sick and desperate mountain lion eats someone's kid, or say, a bicyclist. We don't refer to mountain lions as "active hunters" of humans.

Again that sounds more like your opinion. I think we could and probably do say the same about such cats.

Christ, polar bears scare me.

I was on an expedition to Svalbard last year (Near the Von Post glacier)

One of the groups (thankfully not mine) was camping next to the glacier, presumably to head out the next day (not a fun journey when carrying fairly heavy bags).

When one of the explorers woke up, they found a a polar bear waiting for him, and was instantly killed. 4 other people were injured by the bear, and it was eventually shot after the gun failed 4 times. It took a day for us to find out about the tragic event. We had trekked back across the glacier to a couple of other groups sitting around when we were told the news.

We were all in shock, and didn't know what to think.

And that's why I'll always be wary of these magnificent creatures.

Jeez thank goodness only one person lost their life... Polar bears truly are one of the only animals I have a legitimate fear of, because they are one of the only animal on earth that will regularly and knowingly hunt humans for food.

By comparison most brown bears are scared of humans so that they won't attack unless they are starving to death or if the human tries to flee. Once the bear knows you are afraid and sees how slowly you run, it will see an easy meal. Polar bears on the other hand don't need to verify this, they will simply hunt down any human it sees, because food is rare and it's best to keep an eye on prey this dangerous.
