Why stabilization? I don't think there is anything interesting going on there.

A digital image is a 2 dimensional array of pixel values. A gif is a sequence of images. Find the parts that match in each picture, line them all up.

I mean, there are some non trivial decisions you have to make, like which way to adjust (and which picture) but overall I think it would be relatively easy.
