I see why you could think that because the legs are pointing in the opposite direction the Dino rolls. However if you think about how the momentum of the roll would affect the legs, they are going the right way.

It entirely depends on whether the dinosaur is pushing herself or just letting herself rock back and forth. The way the legs and tail move clearly indicate the latter. Since she can keep rocking indefinitely there is obviously some sort of perpetual motion going on here. This power is harnessed millions of years later in oil which powers our cars. However since the dinosaurs are dead it's not totally perpetual anymore and thus we have to keep using more.

I think they're flying back away from the direction of motion passively, like arms up on a roller coaster, as opposed to being the active source of energy for rocking.

If he's rocking by force of his legs than you're right, if he's rocking because of an external force and letting his legs go limp they're right.
