God didn't create Hell for humans, silly. He created it for Stan and his fallen angels (you know, the other race of sentient beings who probably don't deserve infinite punishment for finite crimes).

Does God create the criteria by which souls are judged?
Does anything happen that does not go according to God's plan?

Yes? Then he is responsible for where those souls go.

No? Then he is not the ultimate authority, and therefore not God.
