Ok, pro wrestling etc but I find it more believable as a counter than as a actual straight up move.

It's impressive but in your clip it's like the guy taking the bump set up the move.

It was a counter. He was setting up his finisher, a powerbomb. One of Akuma's finishers was the yoshi tonic, the move he pulls off. Within context it makes perfect sense.
