                    Buddhist monks (the Theravada lineage is most prevalent in Thailand I believe) don't really take vows of silence. Trappist monks do in a way, though they are still able to speak, but are just encouraged to maintain silence as much as possible.

                      I could be wrong, but it's quite possible they're brothers. In Buddhist cultures it's common for kids around this age to spend a year or so going into a monastery, 99% don't go on to become fully fledged monks. Maybe that's what were seeing here. Awesome picture.

                      And another note, the sight of a smoking 'punk' hanging out with a monk, is not all that uncommon. I'm going to draw a wild assumption about what is going on in the photo...

                      Often times troubled young men become novice monks. Most SE Asian countries do not have very good social welfare programs, so kids from broken homes, or no homes, end up at their local temples until they're old enough to take care of themselves or decide to become full fledged monks. And don't think that they find inner peace just because they are monks at a Buddhist temple, they're just as troubled and confused and angry. The most volatile, drug-addled students I had as a public school teacher in Thailand were novice monks.

                      And it doesn't help that many older monks at the temple are a bunch of ex-convicts, drug pushers, pedophiles, petty crooks, and all-around terrible role models. Folks in the West have this stereotypical idea of Buddhism, peaceful and wise and caring. But bad temples and bad monks, much like the very worst of any religion, are breeding grounds of public manipulation, materialistic greed, and prejudice.

                        Probably because deviantart stuff is always uploaded by the original artist (it violates their rules not to be), while imgur is often used to upload gifs, memes, etc that don't really have an artist name or image title, and if they did, it would just be clutter.
